Introduction
At its meeting on 13 February 2011, the Council of Australian Governments (COAG) agreed to form two new COAG standing councils on primary industries, and environment and water.
As a result of COAG’s decision, the remit of the Natural Resource Management Ministerial Council (NRMMC) was withdrawn on 30 June 2011. NRMMC held its last meeting on 4 November 2010.
The Natural Resource Management Ministerial Council (NRMMC) consisted of the Australian/State/Territory and New Zealand government ministers responsible for primary industries, natural resources, environment and water policy. This Council results from the amalgamation and reorganisation of the previous ministerial councils (ARMCANZ, ANZECC and MCFFA) that dealt with elements of these issues.
The inaugural meeting was on 31 August 2001. The Council was the peak government forum for consultation, coordination and, where appropriate, integration of action by governments on natural resource management issues.
Objective and terms of reference
The agreed objective of the Council was to promote the conservation and sustainable use of Australia's natural resources.
The terms of reference of the Council were:
- to develop policies and strategies for national approaches to the conservation, sustainable use and management of Australia's land, water, vegetation and biological resources.
- to oversee the development and implementation of national natural resource management programs including the National Action Plan for Salinity and Water Quality (NAP), the Natural Heritage Trust (NHT) and other agreed programs.
- to monitor and evaluate outcomes of these policies, strategies and programs and the health of the nation's natural resources.
- to promote community understanding of and engagement with the key challenges associated with the sustainable use and management of Australia's land and water, vegetation and biological resources.
- to liaise with other Ministerial Councils and other bodies on matters relevant to the activities of the Council.
